If I was Aunt Beryl and I wanted to control Harley and keep him out of trouble I'd find a punishment that was effective but suitable. I'd speak to him calmly and aware him of the consequences of running away and getting into trouble. I'd award him if stayed home and encourage the good behavior. I'd take interest in his hobbies and encourage him to do well in them so that we would bond and he would gain respect for me. This would make him think twice about getting into trouble.
